It's generally a bad idea to use a starter jounin, even for hard mode. You may want to downgrade Chiyo to someone like Gaara (Young'un), then you can still fit someone like Deidara on your team.

Also, dont use ibuse but panda instead, ibuse is rather meant for camping ( -enemy nin immunity ), while panda is meant for progression ( endurance ). They are the same Chakra, so it wount change your team if you switch them out.

Further, I would do something like this

2nd Mizukage Team setup

Starter Genin ( Gaara, not tmed )
FNG
FNG

FNJ
Itachi Jounin

2nd Mizukage

Panda

103 / 104

This one spare chakra somewhat bugs me tbh, but whatever.

Here one with 3 FNGs , though I'd personaly refrain from using 10 chakra on a QB hit tanker, feels wasted.

FNG
FNG
FNG

Deidara / Kurotsuchi / Nagato
FNJ

Gaara ( Gold Rank )

Panda

104 /104

If you want a Chiyou Setup I'd prolly go with this

Starter ( Gaara, dont TM )
Haku regular Genin
FNG

Darui
FNJ

Chiyo

Panda

104 / 104

Last but not least, a Setup with Oro Kage

Starter Kin ( dont TM, starting Sound to have reduced costs on Orochimaru and Guren
Haku
FNG

Guren
FNJ

Orochimaru

Panda

104/104

Personally I went a little crazy on hard mode and made use of a low seal Hinata starter. I temporarily used Hisashi (and replaced him with my FNJ after Temple). The setup allowed for my Hinata (who early on also benefitted from Hanabi as well) to reach level 25+ while my FNG were still 10-15 and it eventually evened out once my Hinata was weakened as she lost her bonuses.

However I did make sure to have perfect elemental compatability for the 6 Paths of Pain to Quickly get past him and assemble my end game team.

So at Temple my build was:
Hinata (Low Seal) (Water Element)
FNG (Low Seal) (Fire Element)
FNG (Low Seal) (Wind Element)
Hisashi (Sadly High seal, but Lightning Element & Legendary Weapons for 6 Paths of Pain)
Roshi (Low Seal) (Earth Element with Murasame)
Chiyo (Low Seal) (Random Element)
Panda
91/98

After Temple:
Hinata
FNG
FNG
Roshi
FNJ
Chiyo
Panda
103/104

Overall the main strength of this option was to boost my starter before temple and have a cheap ninja that was easily replaced by my FNJ. Hinata was actually so strong early on that I would constantly spend the 20 or so ryoto change her element for every country in order to PUMMEL the world map.
